The City of Solana Beach is in the process of transitioning to a district-based election system, where City Council members are elected by district instead of serving at-large. The move comes following a claim that the city was violating the California Voting Rights Act; the City Council adopted a resolution of intent to transition in April, followed by several public hearings to gather input from residents regarding the potential districting maps. The City Council officially adopted the ordinance in July.

Councilmembers are now required to live in the district they represent and will be elected only by the voters of that district. The mayor will continue to be elected by the entire city of Solana Beach. The first district elections will occur in November 2020 for mayor and in Districts 1 and 3.
